I'm VERY late to this thread, because it's dated, but I just saw (and HAD to respond to) this:

Correct. There was a cease fire with Iraq, but no peace treaty. Therefore, the destruction of Sad-am's regime is the CULMINATION of the 1990-91 Gulf War. We won.

Not only that, but Hussein had been firing on our planes enforcing the 'no fly zone' on a day to day basis, in complete violation of that cease fire agreement and in violation of other UN resolutions (not that anyone apparently cares about violation of UN resolutions).
