Where should responsibility lie?

I have read, recently, in my newspaper, that parents should be responsible for the behaviour of thier children.  

I am sure you have read similar things, so I won't quote the writing word for word.

Basically, more specifically, this had to do with teenagers who do irresponsible acts, such as cause trouble at a party, or steal a car, or beat up someone else.  Some say that parents should be responsible for their teenagers acts.

Lets say, that a teenager decides to steal a car, and this teenager has no licence, and damages the car.  Should the parent be handed a "ticket" for the costs of the car?  Or should the teenager take full responsibility of his/her actions?

Lets say, that this teenager is about 14..15.. years of age??  What do you think?

Both, imho.
The parent(s) should be held ultimately responsible for paying the bill, but should require that the youngster work off the debt or pay it themselves.
So long as it gets paid, the victim and/or State shouldn't be too worried as to who paid it.
But the "child" will only learn if they face the consequences of their actions.
